Thank you for your March 18, 2014 email regarding the proposed residential development along Gass Road in Ross Township, PA.

We have not heard any recent information regarding the status of this project from either the Developer or the Township since we received, reviewed and provided comments on the Transportation Impact Study for this development on November 21, 2013.  That being said, I will try to answer your questions the best I can based on the information we have.

1.    Is the developer Limerick Land Partners required to have a Highway Occupancy Permit for Gass Road for the proposed entrance onto Gass Road at Peony Ave for Phase 1 of development scheduled for this spring?

Yes, they will be required to obtain a Highway Occupancy Permit (HOP).  Prior to submitting for a HOP, the developer is required to perform a Transportation Impact Study which determines what type of transportation improvements will be required by the developer.  The Department has reviewed several iterations of the report and has provided review comments to the developer.  We last provided review comments on November 21, 2013.  We are awaiting their resubmission.

 

2.    Are any stop signs, red lights, or other traffic restrictions planned for the initial entrance onto Gass Road?

No traffic lights are planned for the initial entrance onto Gass Road opposite Peony Avenue.  Peony Avenue and the Development entrance will be stop sign controlled to exit onto Gass Road.  However, there will likely be additional off-site intersection improvements required, which we are in the process of working through with the developer and Ross Township. The intersection of Highland Avenue at Union Avenue/Gass Avenue may initially be converted to all-way stop sign controlled intersection for the opening of the development with the possibility of upgrading this intersection to a traffic signal with turn lanes once certain traffic volume thresholds are exceeded in the future.  Again, this is preliminary and we are still working through the details with the developer and Ross Township.

 

3.    Being a residential district with a 10 ton weight limit on Gass Road, how will construction truck traffic be directed? 

This will be addressed when we review their construction plans as part of the Highway Occupancy Permit Application Process.

 

4.     Gass Road is a school bus route for the Highcliff Elementary School entrance located on Peony Avenue with crosswalks at Marion Ave and Wedgewood Avenue, would it be possible to have these crosswalks marked with caution signs and crosswalk stands? 

These specific intersections were not part of the selected intersections for the Transportation Impact Study Scope of Work.  As such, the Developer would not be responsible to install these particular signs.  However, Ross Township could do so after requesting permission, in writing, from the Department to install these additional signs.
